Step By Step Guide to Get NOC for Car Transfer from Gurgaon to other State in India

Hi , I’ve successfully got the NOC from Gurgaon RTO without any Agent involved and without giving any bribe  .  It is an achievement worth going in my personal life history and should inspire and encourage NOC seekers :). Here we go:

Step 0: You need the following documents

All the above documents has to be submitted in RTO office in  Mini Secretariat building (next to District court) located near Rajiv Chowk Roundabout, just off the NH8 Gurgaon-Jaipur highway, exit no. 10.

Go to Ekal Seva Kendra also called E-Disha Center (Single window counter) on ground floor of Mini Secretariat.

 Working Hours Monday – Friday  : 9.30 to 1 P.M.

Step 1:  Form 28

               Get three copies of Form 28 from E-Disha Center and fill these. Rs. 2 per form.   You need to trace the Chasis number of car with a pencil on this form. 

Step 2:

 Yes, as mentioned in 2.  ORIGINAL RC has to be submitted. It is returned back when NOC is issued. So, keep a attested copy of RC with you. 

Step 3:  Get a Clearance certificate from N.C.R.B

NCRB office is in R.K. Puram. They charge Rs. 10 to issue it.  You’ll be required photocopy of  RC and Id proof.

Working Hours Moday-Friday :  10 – 4.30 or 5 P.M. , Lunch : 1- 2 P.M.

Go to Vehicle Enquire from Quick Links to check your vehicle record. This is just to verify at your side , you still have to go R.K. Puram to get the certificate.

                 It was difficult to find their office.  Be on the side of Bhikaji Cama Place, You’ve to take left turn just after crossing Bhikaji Cama Place. On the Vivekananda marg, you’ll see direction board for NCRB office, keep going. You’ll see many Govt. offices, NCRB office is just before the Traffic Signal on the Left.

Step 4: Affidavit of Liability

      Just before the Mini Secretariat, Notary is there. Go to anyone with typewriter. They’ll charge Rs. 50 for this Certificate. You’ll be required RC.  Just tell them it is required for NOC, they know their stuff well ;)

Step 5 : Address proof

      I had gas connection so that worked. Rent agreement works.Address on RC can be different from your Current Address Proof in Gurgaon, if you are changing house in Gurgaon.

Step 6 :  If you know what is this , then follow it.

Tip: you’ve to submit Rs. 50 in E-Disha for NOC issuance. I’ll suggest submit Rs. 50 asap if you see less crowd on counter. Receipt of this has to be submitted with documents.

Once you submit all the documents in E-disha, they’ll give a receipt. After 15 days you shall be able to collect  NOC . Still mine took 21 days , I got it on the last day when I’d to fly out of Gurgaon :D.

 NOC is stamped on the back of Form 28 itself and back of RC.
